Fort Bend County · Texas

Sugar Land site plans and permits.

Sugar Land takes permits online only, needs one for every new shed, new fence and pool, and asks for a plot plan or survey showing property lines, building lines and utility easements.

Building code
2024 International Residential Code with Sugar Land amendments, for applications submitted on or after January 21, 2026. Earlier applications use the 2021 codes.
Decks
Under the city's 2021 amendments, a deck is exempt only if it's 200 sq ft or less, no more than 30 inches above grade, not attached to the house and not serving the exit door. We couldn't read the 2024 amendments, so confirm this still holds.
Sheds
Installing a storage shed needs a permit. The city publishes no size below which a shed is exempt.
Fences
A new fence, or a change to a fence's size, needs a permit. A like-for-like replacement doesn't.
Patio covers
Patios and outdoor kitchens are on the city's list of work that needs a permit, and may need electrical or plumbing permits too. The city publishes no size cutoff for patio covers.
Carports
The city publishes no citywide carport rules on the pages we read. In the Hill (HR-1) district, a lot may have one carport, set 5 ft from the house and 1.5 ft from the side and rear lot lines.
Pools
Installing or changing a pool, even replacing the pool deck, needs a permit and an HOA approval letter. Pools over 24 inches deep need a barrier at least 48 inches high with self-closing, self-latching gates. A pool can't sit in a recorded easement or within 3 ft of a lot line.
Owner-drawn plans
The city doesn't say who must draw residential plans. A homeowner can apply and act as their own contractor. Plumbing, mechanical and electrical work need licensed trades.
Engineer
A pool or spa within 5 ft of a structure needs plans sealed by a licensed engineer. Post-tension foundations for new homes and additions must be engineer-sealed.
Setbacks
We couldn't read the city's general setback rules for sheds and other accessory buildings, so check your distances with the city. Pools must stay 3 ft from lot lines and out of recorded easements.
Fees
Residential permits start at $55 for up to 100 sq ft plus $0.55 per extra sq ft up to 500. Plan check is half the permit fee. Fences are $88.75 for the first 50 ft. Pools are $330 plus $162.50 plan check. The city's online Fee Estimator has current amounts.

What Sugar Land asks the site plan to show.

  • A plot plan or survey of the lot
  • Property lines
  • Building lines
  • Utility easements, and aerial easements for pools
  • Existing structures and the new work
  • For pools: distances from the rear and side lot lines to the back of the pool wall
  • For pools: distance from any structure, equipment location and drainage
  • Dimensioned drawings

Your DrawPermit site plan draws the lot lines, north arrow, scale, structures, setbacks, distances to each line and impervious cover. Add utility lines, meters and trees by hand if your city asks for them.

Worth knowing.

  • Impervious cover counts decks, sheds, patios, pools and sidewalks. The city has a worksheet for it.
  • Pool permits need an HOA approval letter.
  • The Hill (HR-1) district has its own rules on lot coverage, carports and front-yard fences.
  • Paper plans aren't accepted, and a permit expires if work hasn't started within 180 days.
